Even with normal use, the eccentric lock may need tightening occasionally to ensure the handle locks properly. This is perfectly normal as an eccentric lock settles and wears slightly over time.
Annual inspection is a good idea and includes checking and tightening all bolts and nuts, and applying a drop of motor oil (e.g. 15W40) to the ball bearings, not so much for the lubrication effect as to protect the bearings from moisture and debris.
